C2011 - Why is my button not working in packaged mode?

We have an Authorware application that has a button on the screen. The button worked fine in source mode but after packaging it only worked intermittently. If you pressed it enough times, it would eventually work but
it was anyone's guess as to whether it would work on the first try or after
15 tries.
In this case, the button didn't use anything but an Up state and a Disabled
state. That is, there is no Down or Rollover state.
After digging, I discovered that in the button editor, the button down state
had been set to None, meaning it didn't show up at all in the down state.
This was causing the problem. When I changed it so the Down state was "same
as up" the problem disappeared.
